- Preheat the oven to 350°F (175°C). Line two baking sheets with parchment paper.
- In a large bowl, cream together the softened butter and granulated sugar until light and fluffy. Mix in lemon or orange zest and vanilla extract.
- In another bowl, whisk together flour and cornstarch. Gradually add to the butter mixture, stirring until a soft dough forms.
- Roll small balls of dough (about 1 inch in diameter) and place them on the baking sheets, spacing them apart. Slightly flatten each ball.
- Bake for 12–15 minutes until lightly golden around the edges. Let cool completely on wire racks.
- Melt chocolate chips in a microwave-safe bowl until smooth. Dip half of each cookie into melted chocolate, letting excess drip off, then place on parchment paper to set.
